Sanctions and financial repression
Recorded at the inaugural Winter Conference of Economic Policy: Papers on European and Global Issues, this episode features Tim Phillips in conversation with Oleg Itskhoki on financial repression in times of crisis. Using Russia’s response to the 2022 sanctions as a case study, they show how tools such as capital controls and forced currency conversions stabilised the ruble and supported government financing. While effective in the short term, they argue that financial repression can become a broader temptation for governments facing high debt and fiscal pressure.

What’s next for Ukraine: The labour market
Recorded at the inaugural Winter Conference of Economic Policy: Papers on European and Global Issues, this episode features Tim Phillips in conversation with Giacomo Anastasia on how Ukraine’s labour market has adapted during the war. Using a unique wartime dataset, they show that despite the loss of a large share of the workforce, matching efficiency declined only modestly. Firms adapted by hiring more women, older workers and people with disabilities, and by expanding remote work. The challenge ahead will be sustaining this resilience while reintegrating returning soldiers and addressing disrupted education.

What’s next for Ukraine: Reconstruction
Recorded at the inaugural Winter Conference of Economic Policy: Papers on European and Global Issues, this episode features Tim Phillips in conversation with Edward Glaeser, Martina Kirchberger and Andrii Parkhomenko on Ukraine’s post-war urban reconstruction. They argue that the goal should not be to rebuild the past, but to support long-term economic transformation. Drawing lessons from post-war Tokyo, they propose a decentralised, bottom-up approach that empowers local communities and enables cities to adapt to new economic realities.

What’s next for Ukraine: Investment
Recorded at the inaugural Winter Conference of Economic Policy: Papers on European and Global Issues, this episode features Tim Phillips in conversation with Yuriy Gorodnichenko and Maurice Obstfeld on Ukraine’s post-war economic future. They argue that restructuring — and in some cases forgiving — wartime debt will be crucial to attract private investment. The challenge, they contend, is not raising funds but directing them towards productive investment. Credible EU accession progress and secure borders would send a strong signal to investors.
